I’ve filed an RTI application seeking information about my Annual Confidential Report (ACR) from 2001. Specifically, I need to know the date the ACR was received by the Records Office, whether its acceptance was technically correct, and the remarks from the Inspecting Officer (IO) and Reviewing Officer (RO) for the years 2001 and 2002. I also need details about personnel who were promoted ahead of me to the Dfr rank, along with the estimated promotion date based on my original seniority from March 1st, 2003.My concern is that the remarks in the 2001 ACR are inaccurate. Would the Records Office provide me with an extract of the ACR, or is there another way to obtain it? Can the ACR be sent back to the RO for clarification of the remarks? If such a request is made, could I have the ACR examined by a forensic expert? Please advise me on how to proceed with this matter so that I can effectively defend my case.

I retired from the Indian Navy on January 31, 2000, with a 30% disability pension. During a medical review in 2004, it was increased to 50%, and I’m currently receiving that amount. I was medically discharged from the Indian Air Force in 1976 due to a condition deemed neither service-related nor aggravated by service. I’m a former NDA cadet from the pilots’ branch and received only invalidment gratuity. Sadly, I was not provided with my medical board papers. Prior to my commissioning in 1972, and even afterwards, I had no pre-existing disabilities. My only medical incident was a fainting episode on March 30, 1972, at Air Force Station Kumbhigram, Mizoram, following an air maintenance sortie. Kumbhigram was a declared war zone until March 31, 1972. I’ve been seeking answers from the Air Chief for the past two years, but haven’t received any response. Could you please offer some advice?

My father served in the Indian Army for 17 years, enlisting as a Sepoy in the Dogra Regiment in 1968 and later being commissioned in 1977. He was medically discharged in 1986 with a low medical category and was denied pension. He was also not given a Release Medical Board (RMB) which was mandatory at the time.
