A family member received a certificate from the Tahsildar after everyone in the family agreed. Later, this same person went to another Tahsildar, but included different people in their family certificate. Because the first certificate already existed, the second Tahsildar refused to issue a new one. This person then went to the High Court to fight this refusal. Meanwhile, they also asked the first Tahsildar to cancel their old certificate.
