I won my land from my brother through a Lok Adalat court order. However, he still has the Pattadar passbooks in his name. How can I get those passbooks transferred to my name? I’ve asked him several times, but he refuses. Should I file a complaint against him with the police or in court? What’s the best way to proceed?

Since you have a Lok Adalat order awarding you the land, you can approach the concerned Revenue Officer with a copy of the order and request them to transfer the Pattadar passbook to your name.
