I bought a two-bedroom flat in a Pune suburb (Undri- Pisoli) in August 2012, with a promised completion by December 2013. Since I planned to resell the flat after completion, I didn’t register it. I’ve made almost 90% of the payments, but the builder hasn’t finished some work like installing a lift and the sewage treatment plant. Some families started moving in from November 2015. Now, due to personal reasons, I want to register the flat and get the agreement. When I asked the builder for the required documents and registration charges, he refused until I pay the remaining balance. Is he right to do this? What should I do? Please advise.
