Under Indian law, if HUDA acquired your land in 1985 for road construction, they have legal ownership. Your possession and fencing do not negate their ownership. HUDA likely has a valid claim and could initiate legal action to take possession. However, you can challenge this acquisition by proving that the land was not legally acquired or that you were not adequately compensated.
