You can approach the consumer forum or file a civil suit in the court against the builder. You can also lodge a complaint with the police if the builder is refusing to return your advance payment and is not cooperating. It’s important to collect all evidence like your cheque and the notebook receipt, and witnesses if any, to support your claim.
