You can initiate legal action against the builder for breach of contract and non-payment. You can file a case in the Consumer Forum or civil court, seeking the promised compensation of ₹1.5 lakhs, as well as damages for mental harassment and inconvenience. You should also consider sending a legal notice demanding payment within a specified timeframe.
