You have a strong claim to membership as the nominated beneficiary. File a civil suit in the West Bengal court seeking a declaration of your right to membership. Alternatively, you can file a writ petition in the Calcutta High Court challenging the secretary’s refusal and seeking directions for membership.

My family bought a property in 1998, relying on old Urdu documents from 1951 and 1967. These documents show the original owner and mention the adoption of a child in 1967.
