My parents gifted a flat to one of my siblings. Can my other siblings claim any rights to this property? Do I need to get a No Objection Certificate (NOC) from them?

Under Indian law, your siblings have no inherent right to the gifted property. However, if your parents made the gift without informing the other siblings, or if there is evidence of undue influence or coercion, your siblings may have grounds to challenge the gift in court. You are not legally required to obtain an NOC from your siblings for a gift received from your parents.
