No, the new Land Acquisition Act of 2013 does not apply retrospectively to acquisitions that occurred before its enactment. Since your land was acquired in 1987, the 2013 Act is not relevant to your case. You can still seek enforcement of the High Court order from 2012 regarding the enhanced compensation.
