I’ve got a flat on the 11th floor of a building that’s getting built in Mumbai. The builder says he’ll soon get permission for 11 to 14 floors, even though he only has it for 10 floors right now. He’s saying I can register my flat even without final permission from the authorities. Is this actually possible?
