However, the builder has built 5 floors with 10 flats, 2 flats per floor. Each flat has 3 bedrooms and one kitchen. If I buy two flats on the first or second floor, is there a risk of the BBMP or BDA demolishing the entire building?

Under Indian law, unauthorized construction exceeding approved plans is illegal. The BBMP or BDA can demolish such illegal structures, including the entire building. Buying flats in an illegally constructed building carries the risk of demolition and financial loss.
