I recently bought a flat in Nariman Point, Mumbai, and paid all the registration and stamp duty. Now, the society wants an NOC from the collector’s office before transferring the name. They’re asking for a hefty fee of around 4 lakhs. Is this mandatory? I’d really appreciate some advice on this.
