For the past 40 years, my neighbor and I have shared a common street. The village panchayat built it with bricks for our use. However, the land under the street now belongs to my neighbor, who is preventing us from using it. Since the government constructed this street, can he stop us from using it? What can we do to regain access?

While your neighbor owns the land, the street was constructed for public use by the village panchayat. This establishes a public right of way, which your neighbor cannot legally restrict. You can approach the village panchayat or file a legal case to enforce your right to use the street.
