The Industrial Disputes Act can help if the appraisal or promotion is based on discriminatory grounds, like religion or caste. You can file a complaint with the appropriate labor authorities. Other legal options include approaching the National Commission for Scheduled Castes/Tribes or filing a civil suit for unfair labor practices.
