My car insurance, bought on 16th October 2012, expired on 15th October 2013. However, the insurance company only issued the policy on 30th November 2013 after my cover note expired in 90 days. Do I have any legal recourse in this situation?

Yes, you have legal recourse. Under the Motor Vehicles Act, 1988, insurance is mandatory from the date of purchase, not the issuance of the policy. You can claim compensation for any damages during the period between the expiry of your previous policy and the issuance of the new one.
