They refuse to issue the certificate without payment, and then struck off his name from the 11th grade list. Since he wasn’t even enrolled, what basis did they use to remove his name?

The school’s demand for fees is unjustified as your son was not enrolled in 11th grade. Striking his name from the 11th grade list without enrollment is arbitrary and illegal. You can approach the school management and if they refuse, file a complaint with the education department or seek legal advice.
