My BA final year marksheet is missing. The university claims it was misplaced or given to someone else by mistake. Can I file a case in consumer court? One officer said I’m a student, not a consumer.

You can file a case in a consumer court against the university as the university is providing a service and you are a consumer of that service. The fact that you are a student does not preclude you from being a consumer.
