Is it legal for Resident Welfare Associations (RWAs) in India to collect security deposits from residents?

Under Indian law, Resident Welfare Associations (RWAs) are not legally permitted to collect security deposits from residents. This is because RWAs are not registered as landlords or property owners and lack the legal authority to demand such deposits.
