Under Indian law, the bus conductor and driver are responsible for the safekeeping of luggage entrusted to them. You may file a case against them under Section 403 of the Indian Penal Code, which deals with criminal misappropriation. You could also seek compensation for the stolen luggage under the Consumer Protection Act, 1986.
