My family bought a house in Hyderabad back in 1995, using a proper legal deed. We later found out the property was considered surplus land by the Urban Land Ceiling (ULC) department. We paid the necessary fees and got everything officially cleared. Now, someone else claims the property was theirs all along and never declared as surplus. This legal fight is holding up our plans to build a home, as the High Court has put a temporary stop on any construction. Can I file a complaint with the Consumer Court/Forum and seek compensation from the ULC for the trouble they caused?

Indian Consumer Courts are for consumer goods and services, not land disputes. The ULC department’s actions might be relevant to your case, but you cannot seek compensation from them through the Consumer Forum. Your primary recourse is to defend your legal title to the property in the High Court case against the other claimant.
