I paid a booking amount of ₹1.3 lakh for a housing project in Vatlur (Mini Bypass Road) by APHB on February 28, 2011. The project was announced in a demand survey notification on February 13, 2011. In 2014, the booking amount was increased, and I paid an additional ₹72,000 on November 11, 2014. However, the project never started, and I haven’t received my booking amount refund. When I contacted the APHB office in Tadepallegudem, they explained that the Income Tax department froze their bank account. The matter is now in the Andhra Pradesh High Court, and they cannot issue refunds until the case is resolved. This could take years. What are my options to get my booking amount back?

Under the Real Estate (Regulation and Development) Act, 2016, you can file a complaint with the Real Estate Regulatory Authority (RERA) in Andhra Pradesh. You can also seek legal recourse in a civil court, demanding refund with interest and compensation for the delay. If APHB’s bank account is frozen, you may have to wait for the court case resolution or pursue alternate methods like negotiating with APHB or exploring options like insolvency proceedings if applicable.
