You can file a consumer complaint with the National Consumer Disputes Redressal Commission (NCDRC) or a state-level consumer forum in Delhi, where the astrologer is located. The recorded conversations can serve as evidence. You can also lodge a police complaint if you suspect fraud, but it’s unlikely to yield a refund.
