The police’s actions are likely against the law. While they can impound your friend’s bike for not wearing a helmet, the lengthy process and requirement for a written application and ACP attestation are not justified. You can challenge this and demand immediate release of the bike, citing the relevant provisions of the Motor Vehicles Act.
