I live on the top floor of a two-story government apartment building. The person downstairs keeps trying to access the rooftop, even though they have space in front and back of the building. What are the legal rules regarding this?

However, the downstairs resident’s attempts to access the rooftop may be considered unreasonable if they have adequate space for their use in front and back of the building.
