I finished my project ahead of schedule, and received my initial bill in February 2015. Since March 2015, I’ve been requesting my final bill, security deposit, and earnest money. However, the municipal council has been delaying and harassing me. My project was funded by a minority fund. They finally prepared my bill before March 2016, but refused to release it. The corrupt chief officer demanded a bribe, which I refused. As a result, he cancelled my payment and my bill was marked invalid with a pen line. I have photographic evidence of all my documents.
