Under Delhi Jal Board regulations, infrastructure charges apply if the property size exceeds 200 square meters. However, since the ownership is divided equally among three members, each individual’s share is less than 200 square meters. Therefore, the ground floor resident can apply for a separate water connection without incurring infrastructure charges.
