Transferring a case from the Punjab/Chandigarh High Court to Delhi is possible only under specific grounds like jurisdiction issues or convenience, as per the Code of Civil Procedure, 1908. Preventing the cheque issuer from leaving India requires a court order, which can be obtained by filing an application for a “Look Out Circular” based on specific evidence of potential flight risk.
