According to the Apartment Byelaws and the Real Estate (Regulation and Development) Act, 2016, charging a fee for shifting within the same apartment complex is generally not valid. You can lodge a complaint with the Apartment Owners’ Association, the Real Estate Regulatory Authority (RERA), or the Consumer Forum.
