My apartment building owner hasn’t paid the delayed rent penalty for the past 3 years. I moved in last month after registering, but the electricity hasn’t been connected despite applying for it. Now, the owner wants us to sign a proposal form to form an association, but amenities are incomplete and only 12 out of 15 floors are finished. What should I do?
