For the past 15 years, a mentally unstable tobacco and gutka seller has been operating a shop right outside our house. He’s often aggressive, drinks heavily, and hangs out with a rowdy crowd. Despite signing yearly leases for the last 7 years (sometimes by him, sometimes by his wife), he hasn’t stopped causing trouble. He’s signed over 10 apologies for his behaviour, including using foul language and bringing strangers into the neighbourhood. Can we directly approach the police with these apologies and a letter from our neighbours, asking them to remove him from our property?
