The office memorandums you mentioned removed the three-year time limit for applying for compassionate appointments, making it possible to apply even after a significant delay. However, the memorandums themselves do not automatically excuse the delay. Individual cases will be assessed based on specific circumstances and the discretion of the relevant authority.
