My wife joined the Karnataka Irrigation Department in 2003. She was transferred to the Public Works Department (PWD) in July 2016 after completing the necessary procedures. However, in 2017, the Irrigation Department issued a circular asking for the reversal of her 2016 transfer. Since the Irrigation and PWD were merged departments when my wife joined in 2003, could we challenge this circular by filing an appeal with the Karnataka Administrative Tribunal? Your advice would be greatly appreciated.
