I’m a permanent central government employee and recently applied for the Assistant Registrar post at an IIT. I forgot to inform my department beforehand as I was unable to apply through official channels, but I submitted an advance copy to the IIT. Now I’ve been shortlisted for an interview and informed my department, requesting a No Objection Certificate (NOC) to attend. However, they’re refusing, citing lack of prior permission. Are there any rules or precedents that might help me obtain the NOC? My HOD’s approval is crucial, and I’m in urgent need of guidance.
