Can an Indian Army officer visit Nepal without a passport? Would a voter ID suffice? Does the Army require permission for such a trip?

An Indian Army officer cannot visit Nepal without a passport. A voter ID is not a valid travel document for international travel. The Army does require permission for officers to travel abroad, and this permission would be needed for Nepal as well.
