You can apply for a death certificate directly from the concerned municipality in India where your father passed away. You can submit an application along with proof of death and relevant documents, even if you don’t have the death certificate from the relative’s house. You can also file a complaint with the local police if you believe the relatives are withholding the certificate illegally.
