Since your brother’s marriage was not registered, its validity is questionable under Indian law. Marrying your sister-in-law could be considered bigamy if your brother’s marriage is deemed valid. You should consult a lawyer to assess the legal status of your brother’s marriage and ensure your marriage with his wife is legally sound.
