We are a group of students who completed our distance learning courses from Punjab Technical University (PTU) in 2015. We studied at their Kolkata study centre, which was established in 2011. We are facing difficulties getting admission to IGNOU as they claim PTU was not allowed to offer courses outside Punjab during that time. However, the policy changed on June 8th, 2012. The University Grants Commission (UGC) also confirmed that PTU was allowed to offer courses outside Punjab between March 10th, 2010, and June 8th, 2012. We have evidence, including a statement from the former IGNOU Vice-Chancellor, confirming this. What can we do to resolve this issue?

You can file a writ petition in the High Court challenging IGNOU’s refusal to admit you. The petition should be based on the UGC’s confirmation and the evidence you possess, arguing that PTU was legally authorized to offer distance learning courses in Kolkata during your study period. The court may direct IGNOU to admit you based on the merits of your case.
