My father and mother jointly owned a property, with a loan still running on it. Sadly, he passed away. The loan has been paid off. How can I transfer the property entirely to my mother’s name? We don’t have a will. We have a legal heir certificate from the Gurgaon Tehsildar.

Since your father passed away without a will, his share of the property will be inherited by his legal heirs, including your mother. With the loan paid off and the legal heir certificate, you can file a mutation application with the relevant authority to transfer the property ownership in your mother’s name. You’ll need to submit the necessary documents and pay the applicable fees.
