Based on your situation, you have a strong claim for an Odisha domicile certificate. Continuous residence in Odisha since 1989, coupled with voter ID and Aadhaar card, fulfills the residency criteria. Regarding your father’s service, the fact that he was a central government employee until 2002 is a relevant factor, but his company becoming private later does not negate his previous service.
