You can file a Writ Petition in the Andhra Pradesh High Court, seeking a mandamus directing the college to release your certificates and refund the illegal capitation fee. You can also claim compensation for the loss suffered due to the delay in obtaining your certificates. You may need to file an affidavit explaining your financial constraints and the reasons for the delay in filing the case.
