You can recover the loan amount by sending a legal notice demanding repayment. As the loan was for construction on her property, it may be considered a joint asset. However, proving the loan amount and its distinct nature from stridhan will be crucial. For cost-effective divorce proceedings, consider mediation or mutual consent divorce, which can be less expensive than a contested divorce.
