Should we report a person from India, working in Dubai, who shared inappropriate photos of a woman on Facebook, to both Dubai and Indian authorities?

Yes, you should report the incident to both Dubai and Indian authorities. Sharing inappropriate photos without consent is a crime in both countries. Reporting to Dubai authorities addresses the immediate offense, while reporting to Indian authorities could lead to further legal action against the perpetrator under Indian law.
