We’re finally getting the keys to our new flat this month! But we’ve received property tax bills for the past two years, and the builder wants us to pay them. We’re confused because the construction isn’t finished yet. Plus, we haven’t even moved in! The same goes for the electricity bills – the builder installed meters but expects us to pay for past usage. Should we be footing these bills? If not, what should we do?

In India, property tax and electricity bills are generally the responsibility of the property owner. However, since you haven’t received possession and the construction is incomplete, you are not legally obliged to pay these bills. You should raise this issue with the builder and demand they settle these charges, as they are responsible for the property until handover.
