You should immediately file a complaint with the Cyber Crime Cell of the Delhi Police. This will help document the fraud and initiate an investigation. The Information Technology Act, 2000, specifically Section 66C and 66D, can be used to hold the fraudsters accountable for impersonation and cheating.

I’ve already paid more than the agreed contract amount, even including extra work we requested. I even made payments that were supposed to be done after the project was finished, in good faith. But now, after completing about 80% of the work, the contractor has stopped working regularly and is demanding more money, claiming increased material costs and extra payments to his workers. Our builder delayed our flats for 6 years and we filed two cases in the National Consumer Disputes Redressal Commission (NCDRC). While one was up for hearing, the other was filed in August 2015. We were five buyers initially, representing over a thousand buyers for this project. Despite our pleas, the court dismissed both cases and asked us to seek approval from the Commission under Section 12(1)(c) of the Consumer Protection Act (CPA), citing a ruling from September 2016.
