My family booked a flat in Bangalore back in 2013, when it was still under construction. The builder promised to finish it within a year, but it ended up taking over two years. The agreement stated we’d be compensated for the delay with rent payments, but now, they’re refusing to deduct anything. What legal options do I have against them? Should I consider going to the Consumer court first, or directly to the District court?

You can file a complaint against the builder in the Consumer Forum, seeking compensation for the delay and breach of contract. This is usually the first step. If the Consumer Forum doesn’t provide a satisfactory resolution, you can escalate the matter to the District Court.
