Is it legal to create a website in India where users can watch movies streamed from my Google Drive?

It is highly unlikely to be legal in India. Streaming copyrighted content without authorization from the rights holder is a violation of Indian copyright law. Even using your own Google Drive to host the content doesn’t exempt you from these legal requirements.
