Based on your limited budget and the agency’s apparent misrepresentation, you may have grounds to file a complaint with the Consumer Forum under the Consumer Protection Act, 1986. You can also attempt to negotiate with the agency for a revised agreement or a refund of the service fee, citing their failure to meet your specific budget requirements.
