You have a strong case to seek a refund as the college failed to provide adequate facilities and engaged in unfair practices. You should first approach the college administration and demand a refund. If they refuse, you can file a complaint with the state’s Higher Education Department or the Consumer Forum seeking a refund and compensation for harassment.
