You have the right to access your property and your neighbour’s actions appear to be encroaching on your rights. You can approach the local authorities or file a complaint with the police citing obstruction of public access and illegal construction. Additionally, consult a lawyer to understand your legal options and seek a court order to stop the construction and restore your access.
